James is the Wellington-based Research and Enterprise representative. He is responsible for promoting and supporting strategic planning and engagement with University stakeholders and for maintaining and building key relationships with the government sector.

He has a broad academic, public sector and commercial background in the health, education and defence areas. More recently he was Senior Advisor —Vendor Relationships within the Information Directorate, Ministry of Health. Prior to this he was Business Manager/Acting Director at the Centre for Military and Veterans' Health, University of Queensland.

James has been involved in the professional development of defence personnel, general practitioners, health professionals and chartered accountants. His academic background has included: Visiting Lecturer in Political Science, University of Canterbury; Teaching Fellow in Defence Studies at Massey University; and Dean of Public Administration, Military Studies Institute, New Zealand Army which included involvement in the NZDF Mutual Assistance Programme (MAP) with South East Asian–Pacific countries.

He holds a PhD in Political Science from the University of Canterbury and is also a journalist and registered psychologist. His PhD research was on the political economy of health care in New Zealand and selected Asian-Pacific countries.
